Conto Termico 3.0 is finally a reality, offering Sardinian public administrations a streamlined mechanism for obtaining non-repayable grants on energy efficiency and renewable energy interventions. But how does this translate into practice? This guide explains
First, it is important to know when the Conto Termico 3.0 is operational. The implementing decree was published in the Official Gazette on September 26, 2025, and will come into effect on December 25, 2025 (90 days later)myenergy.co.uk.. So, starting in late 2025, PAs can start submitting incentive applications for interventions completed after that date or, as we will see, even book incentives for future interventions. The GSE has 60 days from the entry into force to update the Operating Rules and adapt the IT portalmyenergy.co.uk, so it is presumable that the first practical applications can be entered into the GSE PortalThermal by February 2026.
Once the incentive is obtained, it is disbursed by the GSE in one or more tranches: if the total amount due is up to €15,000, the PA receives it in one lump sum; larger amounts are paid in constant annual installments, typically over 2-5 years depending on the type of interventionlanuovasardegna.it. For PAs using reservation (see below), advance payments are available: for example, they can get an advance of one or two installments while the work is being carried out, and then the balance at the end of the workmyenergy.it. The maximum disbursement time frame is 5 years (as in previous versions of the Conto Termico), but many interventions have incentives spread over 2 or 3 years. It is therefore a good idea to plan financially for the project knowing that the GSE reimbursement will come partly now and partly in subsequent years.
Note that the Conto Termico is not a call for applications with a deadline: it is a “counter” measure that is always open until the annual funds are exhausted. As of today, the annual capacity (€900 million, of which €400 million for PAs) is large and never fully reached, but it is still worthwhile not to procrastinate the submission of applications, to avoid the risk of a stop in case of an excess of requests. The advice for Sardinian PAs is to start procedures as soon as possible in 2026, taking advantage of the initial wave of the Conto Termico 3.0.
👉 Does your municipality want to improve the energy performance of its building stock?
Who is eligible for the Conto Termico 3.0? As far as public entities are concerned, the following are eligible: Public Administrations in the broad sense (municipalities, provinces, regions, ASLs, ministerial bodies, public schools, universities, etc.) as well as ESCos that carry out interventions on behalf of a PA through an energy service contract. In Sardinia, therefore, practically all local and territorial authorities can benefit for buildings owned and used by themmyenergy.it. It is important that the building subject to intervention is publicly owned (or alternatively that the PA has the availability of use and bears the expense): for example, a municipality can apply for the incentive for a municipal school or even a state school if it is in charge of maintenance and bills, but could not apply for it for a private building leased to the municipality.
A key requirement is that interventions comply with the technical specifications of the decree (Annex I) and the GSE Rules. For example, if a thermal coat is installed, materials with certain insulation transmittance values must be used; if a boiler is replaced with a heat pump, the latter must have a minimum COP and the power appropriate to the size of the building, and so on. In addition, for some interventions, such as thermal insulation, a pre-intervention energy diagnosis and a post-intervention APE certifying the improvement achieved is requiredbiblus.acca.itbiblus.acca.it. Diagnoses are mandatory for interventions such as: thermal coat, window replacement, solar shading and transformation to NZEBbiblus.acca.it (as well as for thermal systems over 200 kW). In the case of PAs, the good news is that the Conto Termico itself incentivizes energy diagnosis expenses up to 100 percent of their costbiblus.acca.it, also recognizing a 50 percent advance on the diagnoses to be carried out (for a maximum of 3 requests per year per PA, 5 requests per municipalities >30,000 ab)biblus.acca.itbiblus.acca.it.
In summary, the basic requirements are:
Eligible party: Public Administration or ESCo operating for PA.
Eligible building: public property (or public use) and already existing; if new construction is not allowed, except in cases of demolition and reconstruction (which is incentivized as an efficiency intervention).
Eligible intervention: falling within the prescribed list (envelope efficiency, systems, lighting, thermal renewable sources, etc.) and complying with the minimum technical requirements.
Technical documentation: energy diagnosis and APE when required; component data sheets; quality certifications for heat pumps, boilers, windows and doors, etc.; disposal certificates for old boiler if replaced; declarations of conformity of installations made.
Timeline: work must be completed within a certain time before application (for direct access) or after booking (generally within 12-24 months depending on the intervention, extensions possible). For example, a PA under direct access must submit the application to the GSE within 60 days after the completion of work and testing of the installation.
👉 Are you considering an intervention to increase the energy efficiency of municipal buildings?
PAs have two ways to access the Thermal Account:
Direct access: the entity performs the efficiency work at its own expense (or with other funds) and, once completed, sends the incentive application to the GSE within 60 days of completion. The GSE evaluates the application and disburses the incentive due. In this case, the incentive arrives after the intervention is completed, in a single installment or annual installments as mentioned. Direct access is advisable for small-scale interventions (e.g., replacement of a single boiler or a few air conditioners) or when you already have the funds to carry out the work and consider the Conto Termico as a later reimbursement.
Access by reservation: this is a feature designed specifically for Public Administrations. It consists of submitting a request to the GSE before starting work, attaching the energy diagnosis and preliminary project of the interventionbiblus.acca.it. If the reservation is accepted, the GSE commits the incentive to the budget and may disburse a down payment (up to 50 percent for interventions that last beyond a certain period)myenergy.it. The PA at that point is assured of the subsidy and can start the work with greater financial peace of mind. Once the work is completed, the PA submits the final documentation and receives the balance. The reservation is very useful for Sardinian municipalities that do not have the capital immediately: for example, the municipality of Sorso reserved 1.4 million on the Conto Termico 2.0 before starting work at the Azuni schoolunionesarda.it, later supplementing it with regional funds obtained; in this way it had immediate liquidity from the GSE and the security of covering part of the costs. Beware, however: if after booking the intervention is not carried out on time (usually 12-24 months, extendable), the incentive lapses. Good project coordination is therefore needed.
From a practical point of view, both modes are managed through PortalTermico on the GSE website. The difference lies in the forms to be filled out and the documents to be uploaded: for booking, the initial energy diagnosis, project and timeline must be entered, while for direct access, the final documents (invoices, final APE, etc.) are uploaded. In the portal it is possible to track the status of the file and interact with the GSE in case of requests for additions.
A Conto Termico application for a Sardinian PA requires certain standard documentation. Below is a list of the main documents to be prepared (may vary slightly depending on the intervention and whether direct access or reservation):
Energy Diagnosis (when mandatory): a technical report that describes the current state of the building and identifies proposed interventions with associated energy savings. It must be signed by a licensed technician. As mentioned, it is mandatory for coats, fixtures, NZEBs, and major installations, and is still good practice to understand where to intervenebiblus.acca.it.
Energy Performance Certificate (APE) ante and post: for interventions where required, a pre-work APE and an after-work APE are needed to certify the jump in energy class. For example, transforming an existing building to NZEB requires showing the improvement in energy performance indexbiblus.acca.itbiblus.acca.it.
Data sheets and component certificates: specifications of the materials and systems installed should be attached. Example: data sheet of the insulation panel used, CE and compliance certificate; for a heat pump, EN 14511 certificate or others attesting to its performance; for fixtures, certification of thermal transmittance; for boilers, declaration of efficiency and low emissions; for LEDs, certificates of luminous efficiency, etc. The GSE provides a Catalog of prequalified products: using products on the list speeds up the process since they already complylanuovasardegna.it.
Availability title: the PA must attest to having title (ownership or management) over the building. Usually a statement from the manager or a deed to the property/land registry.
Resolutions and administrative acts: for example, the council resolution or determination to contract for the execution of the work, which is useful to show that the entity has approved the intervention and committed the sums.
Estimates and invoices: receipted invoices of costs incurred should be uploaded in direct access. In case of ESCo, ESCo might advance costs and then PA pays via fee: need track of these reports.
Declaration of completion and acceptance: a document certifying the date of completion of interventions (important for compliance with the 60-day submission in direct access). For significant installations, a record of acceptance or commissioning is also needed.
Declarations of Conformity (M.D. 37/08): e.g., the installer’s declaration for electrical, thermal, and photovoltaic systems made, certifying adherence to safety standards.
Photographic documentation: before and after photos, and of plates/labels of installed equipment (very useful as evidence).
Other specific attachments: if a boiler is scrapped, a certificate of disposal is needed; for biomass, certificates on the pellets/wood used; for complex installations, any executive design diagrams.
Fortunately, the GSE provides templates and guides for preparing all documentationgse.co.uk. In addition, relying on experienced technicians or ESCos can greatly simplify the bureaucratic task: for example, Twin Plus supports Sardinian PAs by preparing all documents properly and uploading them to the GSE portal, reducing the risk of errors or integration requests.
To make the process concrete, let’s imagine an example: the municipality of Macomer (NU) wants to replace the old oil boilers in a middle school with electric heat pumps and install 50 kW of photovoltaics on the roof. Here is how the process might unfold:
Step 1: Preliminary study – Macomer engages a technician (or Twin+) to make an energy diagnosis of the school, which confirms the benefit of replacing systems and predicts a 50% reduction in consumption. A feasibility project is drawn up and a cost of €300,000 is estimated for the intervention.
Step 2: Reservation – The municipality deliberates the intervention and submits in January 2026 the application for Conto Termico reservation: attaches diagnosis, APE ante, project and administrative documents. After about 1-2 months, the GSE communicates that the reservation is accepted with expected incentive of €195,000 (65% of 300k, Macomer >15k ab.). A down payment of 50% or ~97,500 € is disbursed immediately.
Phase 3: Execution of work – With the certainty of the grant and the down payment received, Macomer carries out the tender and in mid-2026 work starts. By the end of 2026, the heat pumps and photovoltaics are installed, testing is done, the declaration of conformity of the systems is issued, and the post-intervention APE is issued (the school goes up two energy classes).
Step 4: Application for access to the balance – Within 2 months after completion of the work, the municipality sends via PortalTermico the final documentation: paid invoices, photos of the new installations, APE post, declarations of compliance, etc. The GSE verifies everything and settles the remaining balance of €97,500 (in a single installment in 2027).
Step 5: Management and Monitoring – The municipality now enjoys the energy savings; it will have to keep the systems running for at least 5 years and keep track of consumption. Macomer will see diesel expenses halved (now eliminated) and electricity bills reduced thanks to PV and efficient pumps.
This example illustrates how, within 1-2 years, a local government can go from idea to concrete result using the Conto Termico 3.0, meeting its timeframe and requirements.
