we have been hearing more and more about <strong data-start=\"56627\" data-end=\"56635\">NZEB<\/strong> &#8211; Nearly Zero Energy Buildings &#8211; even in Sardinia. But what exactly does this acronym mean, and why are NZEBs set to become the standard for buildings, especially public ones? In this article, we will shed light on the concept of a near-zero energy building, the requirements it must have, and why it represents the future of Sardinian public buildings. We will also explore the state of the art on the island: what examples of NZEBs exist or are in the pipeline in Sardinia, what policies and incentives are pushing in this direction (from Conto Termico 3.0 to European regulations), and how municipalities can ferry their building stock toward near energy self-sufficiency, with enormous economic and environmental benefits.   <\/p><p>Initially introduced in 2012 and updated in 2016 (Conto Termico 2.0), this tool was further enhanced with version <strong>3.0<\/strong>, released in late 2025. The new program has an annual fund of <strong>\u20ac900 million<\/strong>, of which <strong>\u20ac400 million is reserved for public administrations (PAs)<\/strong>. The 3.0 update expands the scope of incentives to support not only individuals and businesses, but especially <strong>public entities<\/strong> in the energy transition path. Let&#8217;s see why Conto Termico 3.0 proves to be strategic for municipalities, provinces and other PA entities.   <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t<div class=\"elementor-element elementor-element-40a37f1 e-flex e-con-boxed e-con e-parent\" data-id=\"40a37f1\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-004eec9 elementor-widget elementor-widget-text-editor\" data-id=\"004eec9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<figure class=\"wp-block-image size-large\"><\/figure><h3 data-start=\"57421\" data-end=\"57478\">What does &#8220;nearly zero energy building&#8221; (NZEB) mean?<\/h3><p data-start=\"57479\" data-end=\"58029\">An NZEB building is a <strong data-start=\"57510\" data-end=\"57564\">highly energy-efficient<\/strong> building with very low energy requirements (near zero, in fact) and covered to a significant extent by <strong data-start=\"57666\" data-end=\"57687\">renewable sources.<\/strong> In practice, these are buildings constructed or renovated in such a way as to minimize heat loss, use very efficient technological systems, and produce some of the energy they consume on-site. The result is that the primary energy consumption of an NZEB is extremely low compared to a conventional building.  <\/p><p data-start=\"58031\" data-end=\"58562\">This concept was introduced at the regulatory level by the 2010 European EPBD directives and implemented in Italy: <strong data-start=\"58146\" data-end=\"58208\">from 2019 all new public buildings must be NZEB<\/strong>, and from 2021 the rule applies to any new construction<span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium transition-colors duration-150 ease-in-out text-token-text-secondary! bg-[#F4F4F4]! dark:bg-[#303030]!\" href=\"https:\/\/www.ss.camcom.it\/sportello-energia\/nzeb-edifici-ad-energia-quasi-zero-che-punto-siamo-in-italia\/#:~:text=Il%20termine%20NZEB%20%C3%A8%20stato,del%202010\" target=\"_blank\" rel=\"noopener\"><span class=\"relative start-0 bottom-0 flex h-full w-full items-center\"><span class=\"flex h-4 w-full items-center justify-between overflow-hidden\"><span class=\"max-w-[15ch] grow truncate overflow-hidden text-center\">ss.camcom.it<\/span><\/span><\/span><\/a><\/span><\/span>. Major renovations of existing buildings should also tend to the NZEB standard. In Sardinia, the region has implemented these obligations through regional energy regulations and CAM (Minimum Environmental Criteria) for public buildings.  <\/p><p data-start=\"58564\" data-end=\"58623\">But what are the parameters for defining an NZEB? In summary: <\/p><ul data-start=\"58624\" data-end=\"59668\"><li data-start=\"58624\" data-end=\"58882\"><p data-start=\"58626\" data-end=\"58882\"><strong data-start=\"58626\" data-end=\"58659\">High-performance envelope<\/strong>: high thermal insulation (walls, roof, floors), high-performance fixtures, elimination of thermal bridges. NZEB building requires little energy for heating and cooling because it retains indoor temperature well. <\/p><\/li><li data-start=\"58883\" data-end=\"59128\"><p data-start=\"58885\" data-end=\"59128\"><strong data-start=\"58885\" data-end=\"58908\">Efficient<\/strong> systems: heat pump air conditioning systems, mechanical ventilation with heat recovery, LED lighting and automatic control. The few remaining consumptions are met with state-of-the-art equipment. <\/p><\/li><li data-start=\"59129\" data-end=\"59459\"><p data-start=\"59131\" data-end=\"59459\"><strong data-start=\"59131\" data-end=\"59160\">On-site renewable sources<\/strong>: installation of photovoltaic, solar thermal, mini-wind, or other renewable systems to produce electricity and heat on-site. Ideally, an NZEB produces <em data-start=\"59328\" data-end=\"59335\">almost<\/em> all the energy it consumes on an annual basis (it is not required to be off-grid or totally self-sufficient, but very close). <\/p><\/li><li data-start=\"59460\" data-end=\"59668\"><p data-start=\"59462\" data-end=\"59668\"><strong data-start=\"59462\" data-end=\"59490\">Control and monitoring<\/strong>: smart devices to optimize consumption, smart meters, building management system. This ensures that the building functions as planned in the design phase. <\/p><\/li><\/ul><p data-start=\"59670\" data-end=\"60180\">In quantitative terms, the national decree defines very low thresholds of non-renewable primary energy requirements for NZEBs, differentiated by climate zone. Sardinia is in temperate climate zones (B, C, D depending on location): here an NZEB will have a very low energy performance index, e.g. &lt;15-30 kWh\/m\u00b2year for heating (indicative values). The public also has a duty to set a good example for the private sector: municipalities that renovate historic buildings to NZEB standards show that it is possible to combine architectural tradition and technological innovation.  <\/p><\/li><li data-start=\"62043\" data-end=\"62565\"><p data-start=\"62045\" data-end=\"62565\"><strong data-start=\"62045\" data-end=\"62081\">Comfort and room quality<\/strong>: we often focus on energy numbers, but an immediate benefit of NZEBs is the huge improvement in indoor comfort. More stable temperatures, no drafts, cleaner air thanks to the VMC, optimized natural lighting: these are all aspects that make it pleasant and healthy to be inside an NZEB building, whether it is a school, a hospital or a municipal office. This positively impacts the productivity, learning and general well-being of the occupants.  <\/p><\/li><li data-start=\"62566\" data-end=\"63226\"><p data-start=\"62568\" data-end=\"63226\"><strong data-start=\"62568\" data-end=\"62598\">Adapting to the<\/strong> Sardinian <strong data-start=\"62568\" data-end=\"62598\">climate<\/strong>: Sardinia experiences very hot summers and mild but wet winters. NZEBs, with their insulation and efficient systems, are climate <em data-start=\"62727\" data-end=\"62739\">resilient<\/em>: they stay cool in summer (without having to spend a fortune on air conditioning) and warm in winter with little energy. They can also incorporate rainwater harvesting systems, green roofs, and natural shading, helping to mitigate extreme weather effects. In rural areas or smaller islands, near-zero buildings combined with renewables and storage can ensure continuity of services even in the event of blackouts or emergencies, increasing local energy autonomy.   <\/p><\/li><\/ul><p data-start=\"63228\" data-end=\"63763\">Ultimately, focusing on NZEB in public building means <strong data-start=\"63292\" data-end=\"63369\">reducing costs, improving services and hitting environmental targets.<\/strong> It is a strategic choice that every enlightened administration should adopt. For example, the Municipality of Cagliari inaugurated a few years ago a new kindergarten designed with NZEB criteria (advanced insulation, geothermal system, integrated photovoltaics). Even in the health sector, new hospital facilities or wards are designed NZEB: think of the project (still in the early stages) of the new Sassari Hospital, which is to be nearly zero energy with state-of-the-art plant solutions.  <\/p><\/li><li data-start=\"65762\" data-end=\"66336\"><p data-start=\"65764\" data-end=\"66336\"><strong data-start=\"65764\" data-end=\"65781\">NRP<\/strong> projects: Several NRP-funded projects in Sardinia aim for deep renovations of school buildings with a jump of 2 energy classes or more, which will actually bring them close to the NZEB standard. In short, from the north to the south of the island, NZEB projects are starting to pop up.   <\/p><\/li><\/ul><p data-start=\"66972\" data-end=\"67397\">It is worth noting that an existing building can become NZEB through <strong data-start=\"67051\" data-end=\"67081\">integrated upgrading<\/strong>. It is not always necessary to build from scratch; on the contrary, it is a great challenge (won in cases like Bottidda and Sorso) to demonstrate that even buildings from the 1960s-70s can, with the right interventions, achieve near-zero performance. As we have seen, incentives cover much of the cost if projects are well designed.
