incentives<\/h2><p>Imagine a <strong data-start=\"72136\" data-end=\"72146\">school<\/strong> in Goceano still heated by oil, with 1980s fixtures, cold classrooms in winter and torrid in summer. Or a <strong data-start=\"72262\" data-end=\"72275\">town hall<\/strong> in Anglona, with hefty bills for lighting and air conditioning. These traditional buildings may seem doomed to inefficiency, but today there is a real possibility to <strong data-start=\"72461\" data-end=\"72485\">transform them into NZEBs<\/strong> (nearly zero-energy buildings) thanks to <em data-start=\"72529\" data-end=\"72562\">incentives from the Conto Termico 3.0<\/em> and other dedicated funds. In this article we will illustrate how a municipality in northern Sardinia can step by step convert an existing school or municipal building into a <g id=\"gid_4\">model NZEB<\/g>, taking full advantage of the available grants. We will see which interventions to implement, how to combine them, and how Conto Termico 3.0 funds up to 100 percent of the costs in small municipalities, with real examples of projects already started in central and northern Sardinia.    <\/p><p>Initially introduced in 2012 and updated in 2016 (Conto Termico 2.0), this tool was further enhanced with version <strong>3.0<\/strong>, released in late 2025. The new program has an annual fund of <strong>\u20ac900 million<\/strong>, of which <strong>\u20ac400 million is reserved for public administrations (PAs)<\/strong>. The 3.0 update expands the scope of incentives to support not only individuals and businesses, but especially <strong>public entities<\/strong> in the energy transition path. Let&#8217;s see why Conto Termico 3.0 proves to be strategic for municipalities, provinces and other PA entities.   <\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t<div class=\"elementor-element elementor-element-40a37f1 e-flex e-con-boxed e-con e-parent\" data-id=\"40a37f1\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-004eec9 elementor-widget elementor-widget-text-editor\" data-id=\"004eec9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<figure class=\"wp-block-image size-large\"><\/figure><h3 data-start=\"73033\" data-end=\"73098\">Step 1: Energy analysis and action planning<\/h3><p data-start=\"73099\" data-end=\"73600\">The first step is always to <strong data-start=\"73122\" data-end=\"73153\">know the state of<\/strong> the building. A thorough <strong data-start=\"73192\" data-end=\"73215\">energy diagnosis<\/strong> should be made: analyze historical consumption (utility bills), existing thermal insulation, efficiency of systems, critical issues (e.g., air infiltration, unevenly heated areas), and strengths. An energy technician will perform thermographic surveys, measurements, and calculations to define <em data-start=\"73525\" data-end=\"73556\">current energy needs<\/em> and hypothesize improvement interventions.  <\/p><p data-start=\"73602\" data-end=\"74164\">The diagnosis will reveal the <strong data-start=\"73632\" data-end=\"73653\">actions needed<\/strong> to bring the building up to the NZEB standard. Typically, at a minimum, combined interventions will be needed on the envelope (coat, fixtures) and systems (switch to heat pump, photovoltaics). Planning must be integrated: it is not enough, for example, to install solar panels if the building then dissipates heat; conversely, coat and fixtures reduce requirements but to get to near zero, renewable energy must also be produced. So the output of the diagnosis will be a <em data-start=\"74127\" data-end=\"74163\">package of coordinated interventions<\/em>.   <\/p><p data-start=\"74166\" data-end=\"74843\">It is essential to estimate the costs and expected savings. This estimate will feed into a <strong data-start=\"74247\" data-end=\"74271\">preliminary project<\/strong> that will be the basis for applying for funding. For example, let&#8217;s say that for the <em data-start=\"74366\" data-end=\"74374\">Ozieri<\/em> Middle School, the diagnosis recommends: thermal coat (estimated cost \u20ac200k), replacement of windows and doors (\u20ac100k), new heat pump central heating plant (\u20ac80k), 50 kW photovoltaic system (\u20ac70k), LED lighting makeover (\u20ac50k). Total investment ~500,000 \u20ac. Calculated energy savings are 85% on thermal and 50% on electrical, bringing the building to NZEB class A4. With these figures, the municipality can move to the next step: seeking funds to cover the expense.     <\/p><h3 data-start=\"74845\" data-end=\"74923\">Step 2: Finding incentives (Conto Termico 3.0 and co-financing)<\/h3><p data-start=\"74924\" data-end=\"75117\">Once the plan of interventions toward NZEB has been defined, the municipality must <strong data-start=\"74993\" data-end=\"75034\">identify funding channels.<\/strong> This is where the <strong data-start=\"75058\" data-end=\"75079\">Conto Termico 3.0<\/strong>, which finances much of the work, comes into play: <\/p><ul data-start=\"75118\" data-end=\"75806\"><li data-start=\"75118\" data-end=\"75573\"><p data-start=\"75120\" data-end=\"75573\">For municipalities \u226415,000 inhabitants, CT3.0 may cover <strong data-start=\"75174\" data-end=\"75207\">100% of eligible costs<\/strong> because the ultimate goal is an NZEB building (maximum incentivized intervention category)<span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium transition-colors duration-150 ease-in-out text-token-text-secondary! bg-[#F4F4F4]! dark:bg-[#303030]!\" href=\"https:\/\/www.myenergy.it\/blog\/incentivi-e-agevolazioni\/conto-termico-3-0-guida-completa\/#:~:text=,ESCO%3B%20acconti%20per%20PA%20in\" target=\"_blank\" rel=\"noopener\"><span class=\"relative start-0 bottom-0 flex h-full w-full items-center\"><span class=\"flex h-4 w-full items-center justify-between overflow-hidden\"><span class=\"max-w-[15ch] grow truncate overflow-hidden text-center\">myenergy.co.uk.<\/span><\/span><\/span><\/a><\/span><\/span>. This phase typically takes 6-12 months (for an average-sized school). Some crucial tips:  <\/p><ul data-start=\"78738\" data-end=\"80638\"><li data-start=\"78738\" data-end=\"79192\"><p data-start=\"78740\" data-end=\"79192\"><strong data-start=\"78740\" data-end=\"78781\">Contract the work to qualified firms<\/strong>: NZEB upgrading touches many aspects (construction, window and door fitters, plumbers, electricians, photovoltaic installers). It is good to do an integrated contract or well-coordinated lots. The firm (or RTI) must have experience in efficiency upgrading, to avoid misunderstandings (e.g., the roofer must connect with the person replacing the windows and doors, the electrician must know how to install columns and storage systems, etc.).  <\/p><\/li><li data-start=\"79193\" data-end=\"79535\"><p data-start=\"79195\" data-end=\"79535\"><strong data-start=\"79195\" data-end=\"79223\">Experienced construction management<\/strong>: appoint a construction manager with energy expertise, who will check the proper installation of insulation, the correct installation of heat pumps, the calibration of the VMC, etc. A small mistake (unresolved thermal bridges, poorly adjusted system) can jeopardize the achievement of the NZEB standard.<\/p><\/li><li data-start=\"79536\" data-end=\"79860\"><p data-start=\"79538\" data-end=\"79860\"><strong data-start=\"79538\" data-end=\"79571\">Involve the school\/office<\/strong>: if the building is a school, coordinate the construction site with the school leader, perhaps scheduling the most invasive work in the summer. Also, informing users (students, staff) about what is being done and why, makes them participate and more tolerant of any temporary inconvenience. <\/p><\/li><li data-start=\"79861\" data-end=\"80175\"><p data-start=\"79863\" data-end=\"80175\"><strong data-start=\"79863\" data-end=\"79886\">Energy testing<\/strong>: in addition to standard technical testing, it is useful at the end of construction to perform an <strong data-start=\"79960\" data-end=\"79987\">air tightness test<\/strong> (blower door test) and thermographic verification to ensure that the envelope is well insulated. These tests are not mandatory but strongly recommended to certify NZEB quality. <\/p><\/li><li data-start=\"80176\" data-end=\"80638\"><p data-start=\"80178\" data-end=\"80638\"><strong data-start=\"80178\" data-end=\"80215\">Systems activation and training<\/strong>: when everything is installed, the systems need to be commissioned and adjusted.
